Vintage silver spoon with star - made in Holland

Vintage silver spoon...please see pictures for all details.
Using 3 pair of reading glasses I can see that there is a small stamp on the back of the handle that reads Made in Holland.  There is also another marking more towards the back of the spoon that looks like it may be numbers but I cannot make it out.
